Businesses located within the Town of Irmo or otherwise doing business in the Town, are required to obtain a license and pay anannual fee based on gross income. Those businesses operating within the unincorporated areas of Richland County are also required to obtain business licenses. Voting in South Carolina

In order to vote in South Carolina, you must be registered. You must be at least 18 years of age on election day, a US citizen, resident of the state, county and precinct in which you wish to vote. There is no length of residency requirement. If you move to a new county, you must reregister. If you move within the same county you simply have to change your address.
Mail-in registration forms are available at the SC Election Commission office, voter registration offices, on the website (www.scvotes.org) or you can call your county office, and they will mail you a form. Registration by mail forms must be postmarked or received in the county office 30 days or more before an election.
In-person registration may be made at the county voter registration office or via "motor voter" at your local department of transportation. You must register in person at least 30 days prior to an election. When registering in person, you must bring identification with your current address on it. Call the registrar's office to learn what is acceptable as identification.

School District Five of Lexington and Richland Counties
Irmo, and the surrounding area, is served by School District Five of Lexington and Richland Counties. Students are also served by the Alternative Academy. Residents may register their children at a school in their attendance area. New residents should register their children as soon as possible. A state issued birth certificate, student's social security card, two proofs of residence, and a South Carolina Certificate of Immunization from the County Health Department, or physicians or military clinics are required for registration.

If you want to build a new career, move up to management, get a professional certification, sharpen your computer skills, launch a new business, start a degree program or explore a new leisure interest, come to Midlands Technical College, Harbison Campus, located on College Street in the heart of Irmo.
The small campus is rich in educational offerings and in history. From 1911-1958, it was the home of Harbison College, a residential school for young black students specializing in agriculture and believed to be the first of its kind in the nation. The bell on the central quadrangle is a memorial to Harbison College.
In later years, the campus was used as a minimum security correctional facility for women. In 1979, the 20-acre campus
became part of Midlands Technical College. An additional classroom building is planned for the site.
Irmo is an easy commute to many institutions of higher education.

Income Taxes
The income tax structure for South follows the federal income tax law. Your federal taxable income is the starting point in determining your state liability. The tax rates range from 2.5%-7% of your federal taxable income with appropriate modifications. ($100,000 or more - tax is 7% times the minus $348).
Property Taxes
Real estate which is owner occupied is assessed at 4% of market value. If you purchase a home you will live in, you should go to the assessor's office in the county courthouse so that the property will be assessed at 4%, instead of the 6% non-owner occupied assessment rate. The auditor's office can tell you the millage rate for the taxing district in which your property is located.

Property Taxes in South Carolina, payment of personal property taxes is required before a license plate can be issued or renewed. The taxes are paid directly to the county treasurer of the county where you live in South Carolina. Tax rates vary and are determined by the county auditor in each county.
If you are a first-time registrant, you will need to take your title or current registration to the county auditors office in order to receive a tax bill. The amount due is paid to the county treasurer who will issue a property tax receipt.

New Residents of South Carolina
If you move to South Carolina from another state, you have 45 days to transfer your vehicle title and registration.
You must have the following to transfer your out-of-state vehicle title and registration:
1) Your out of state vehicle title and registration
2) Liability Insurance information
3) Completed form 400, application for certificate of title/registration
4) Paid property tax receipt
5) Title and registration fees
Driver's License - New Residents Licensed in Former State
If you are a new resident, you may use a valid driver's license from your former state for up to 90 days, However, you must convert to a South Carolina driver's license before the end of the 90-day period. If your driver's license from your home state has expired, you must also pass the knowledge and road test.
To qualify for a SC driver's license, you must pass the eye exam given at all DMV offices or submit a statement of visual acuity from an eye specialist. A South Carolina license is valid for five years or ten years and must be renewed by your birthday in the fifth year or tenth year.
